It was in terms of sales. The PS2 sold so much more than the Dreamcast because it doubled as a DVD player, which quickly became very popular in Japan. So everyone wanted PS2/DVD players, and the Dreamcast was almost completely rejected. But many people today still see the Dreamcast as a great system, having some of the greatest launch titles of any game system. The Dreamcast was very popular, but never succeeded due to the time of it's released, i.e at nearly the same time as the PS2.

Wait a minute, the Dreamcast was a complete failure. It was Sega's answer to Nintendo's Virtual Boy IMO. The Dreamcast was released in 1998, and was first discontinued only in 2001 in America, 2002 in Europe and 2007 in Japan. (or maybe 2002 for America and 2001 for Europe, I forgot).
