It matters what faction your playing with. Catholics will only go to war with you if you attack the papal states for no reason. But that goes for any faction that you attack for no reason.Its always more fun to play the game by obeying the pope,as lame as that might sound to some.

I accidentaly removed a comment asking how to play as papal states. If you're the person that made the comment, just read the previous comments for a step by step guide.

If it won't save, just go to note pad, open descr_strat, copy paste everything into the new document, make the change save the new document to your desk top but save it as something link "descr_strat1". Go back to where the original file was, delete it, rename "descr_strat1" "descr_strat", then cut and paste it into where the original was. Hope that helps.

When you can't save the descr_strat.txt files, right-click the descr_strat.txt (medieval 2 total war - world - maps - custiom - campaign - imperial_campaign), go to properties, and unlock the read-only thing, then you can save it
